About Delancy CPA

A specialist firm for the filings most CPAs hand off.

Delancy CPA is a Houston-based boutique built around one thing: the U.S. tax obligations of foreign-owned companies, U.S. owners of foreign companies, and cross-border families — the work where the forms are unforgiving and the penalties start at five figures.

The background

Where this expertise comes from.

Most accountants meet international tax once or twice a year and treat it as an exception. This practice was built the other way around — international is the practice.

The foundation is a decade-plus as a licensed CPA, beginning with seven years at a national public-accounting firm handling general business and international tax, followed by five years inside a Fortune 500 multinational's corporate tax department. That combination matters: the firm years teach you how to serve a business end-to-end; the corporate years put you inside the consolidated returns, foreign tax credits, Subpart F, and cross-border structuring that most practitioners only read about.

The blank spaces on a protective return are the output of hours of analysis — the same judgment work whether the client is a Fortune 500 subsidiary or a founder with one foreign company.

Delancy CPA brings that corporate-grade technical depth to the businesses that need it just as badly but can't staff an in-house international tax team — foreign-owned U.S. companies in the $1M–$25M range, U.S. owners of controlled foreign corporations, and the families and investors who cross a border and suddenly face a filing list nobody warned them about.

Straight about scope. Real expertise includes knowing the edges of it. Where a matter calls for a full transfer-pricing economic study, or facts point toward voluntary-disclosure counsel rather than a streamlined filing, you'll be told plainly and connected with the right specialist — coordinated, not improvised. That candor is the point of working with someone who does this every day.
What the practice actually does

A narrow focus, on purpose.

The menu is deliberately built around cross-border situations rather than a long list of every form in the code:

Foreign-owned U.S. companies — 5472, treaty/PE, transfer-pricing method
U.S. owners of foreign companies — 5471, NCTI/GILTI, Subpart F, §962
FIRPTA for foreign sellers — 8288-B, ITINs in-house via CAA status
IRS offshore disclosure — FBAR & streamlined catch-up
International e-commerce & SaaS — nexus, §174, multi-state
Fractional CFO — parent-ready reporting & forecasting
How the firm works

Principles you can hold us to.

Fixed fees, in writing

You get the number and the scope before work begins — never a meter running on a penalty-exposed form. Out-of-scope work is flagged before it's incurred.

Stewardship, as fiduciary

We recommend the smaller path when it fits, and we don't sell a service for the sake of the invoice. Saving you money within the law is the job.

Answers in writing

Anything that needs research or computation is answered precisely in a written summary — not guessed at on a call. Precise, documented advice is how we work.

Built for cross-border

Virtual-first and international by design, in English, Español & Português — so a foreign parent or family member can actually follow the work.

Where we are

Houston as a hub — not a boundary.

The firm is based in Houston, one of the largest international business centers in the United States, home to the country's third-largest consular corps and dense ties to Latin America and global energy and logistics. It's a natural base for cross-border work.

But federal international filings have no state line. Delancy CPA serves foreign-owned companies and their owners in all 50 states, working securely and virtually with clients and their advisors wherever they sit.
